How do I guarantee every student is chosen once?

Keep "remove winner" on. Each name is removed as it's drawn, so no one repeats until the whole class has been student of the week.

Can I tilt the odds toward a great week?

Yes — add *2 after a name to double that student's chance, or combine it with the behavior reward wheel. Left even, everyone has the same shot.
